Internet Download Speed Seems Capped?

No matter which program/server I'm using or what I'm downloading, it seems everything I download is locked to 2.0 MBps. When the download first starts, it will soar to about 3.2-3.5 which is about what it should be at and slowly dwindle to 2.0 MBps and never increase or decrease from there except on rare occasion for only a few moments. Ive downloaded from Steam, Blizzard, Rockstar Games, and multiple other sources but my download speed always seems to be locked to 2.0 MBps.

I know steam you can set the download rate to whatever you want to try to keep it from using your bandwidth.

Hard to say, speedtest should show the same drop in speed on its graph. Now some ISP are jerks and have silly options like turbo that basically are a way to fake out speedtest. They give you a higher data rate for a short period of time.

Try to download from microsoft they tend to have the largest internet connected server farms I have found. The replicate the data so many times you are donwloading from a server in city near you.
 
Steam bandwidth is set to 0/unlimited. Microsoft also gives the same results. So weird because my Xbox in the other room is getting 3.50-3.75MBps but my computer can barely pull 2.
