Internet gets incredibly slower after botched update

I was turning off my grandparents computer when it was stuck on a logging off screen. I waited 30 secs and it was still on so I decided to watch some tv to pass the time. When I came back about 15 mins later the computer was still humming but the screen was off so I just shut it off manually. Bad mistake. It was on an update and I stopped it...After this I got on and it finished the updates. However, the internet slowed down tremendously, like five or six times slower. So, I went to the disk cleaner and cleared everything. An even bigger mistake. I had just destroyed any possible way to restore the computer to before the update. *facepalm* Now, after registry scans, virus scans I can't find a solution. Please help and tell me if there is any hope to restore my grandparents pc, I feel like it is my fault.
