Internet is limited

Problem is my internet speed is 1,7mb/s i didtest on speedtest. When i download on steam it shows 1,7mb/s. But it goes to 600kb/s and dosent go higher. Its limit 600kb/s some reason. I have fixed once when i went computer system settings what was internet speed income i puted 100% and it worked long time until my router did restart(limit reservable bandwidth). Now setting dont work some reason(I think reason is router did restart). Like i got 1,7mb/s when i fixed. Now its back 600kb/s and its not going higher even speedtest show peak is 1,7mb/s. Its auto speed limit what makes it bugged or someting.(this problem occurs all computers and wifi)
i cant manually change speed in router, no access for that.

Is there more chances to make someting that limits gets disabled?
I made it happen once in computer but i am out of ideas.

Try testing your speed starting at the modem and working your way to your current setup. See if you can get max speed at any point and then see what piece added makes it drop.
