Internet Lag Spikes!

I have Charter internet, and its great when it works. But for a little over a month now I'll be playing a game, usually CS:GO as its most apparent in this game, and my ping will go anywhere from 18-60 ping all the way up to 90+. And I can't move, shoot, anything. This happens in every game I play. GW2 just kicks me off the servers, RO2 freezes me in place, etc. Online games are unplayable now. The lag happens even if I'm just surfing the web. pages will take ages to load and then my net will just go back to normal.

I've called Charter and they sent a tech over this morning and set up a new modem for me, as I JUST bought a new router thinking that was the issue. The tech tested the cable and said it was all clear (perhaps he didn't test it at the correct time?) and said this new modem should do the trick. But no luck, same issue. It can't be my ethernet cable or my computer as this happens to our phone and anyone else that is using the internet. I even re-installed windows to be double sure.

This is the only screenshot I took pinging google, and it was being surprisingly tame. The previous tests had "timed out" every third line or so, or pings 400+.

I also took a short video of the CS:GO problem just in case it could help.

If any of you have any suggestions it would be much appreciated. Its very frustrating not knowing what the problem is.
Thanks.

Well now you have your answer then... its for sure not your side.
Its a routing issues at your ISP... you should call them with this graph, provide all information and ask them for solution.
If they can't provide any help then I'd consider to break the Internet agreement as the reason putting unacceptable level of service and support.

Get a PingPlotter ( http://www.pingplotter.com/) and make some decent measurements of the server you are playing as 1 plot and some common site like google for another plot. You can also put your gateway IP (not a router) as 3rd plot.

Compare those charts and look over which hop is dropping packets.
If only game server is getting packet loss or high ping then its not ur ISP fault, if also google and the game server has same results then the ISP has some bad infrastructure. If all 3 are dropping then the problem is between the PC and the ISP gateway, so this means you should look over cables, router and the PC...

My computer isn't the problem. But google and the game server all came back with 100% packet loss at either hop 10, 11, 12, or 13. I really don't want to keep calling my ISP but will they be able to fix the issue? its quite frustrating.

I just set up a service call for later this morning, I hope the tech will be able to provide some answers. And thank you for your reply.
