[SOLVED] Internet only working after restart

So, problem as title states. Yes, it's been asked more than once, but nothing I've found has worked and for everyone that's posted about this, there's something different.
Running Win 7 (yes, I know it's outdated, thank you. Win 10 can suck a fat one) with an Asus B150M-Plus motherboard with integrated Intel networking. Everything described here is about wired ethernet. My house doesn't have wi-fi and my computer doesn't have it.
Initial startup - nothing works. Troubleshooting, modem restarting, etc., still Unidentified network.
Tried disabling and even uninstalling the antivirus altogether - nothing.
Tried uninstalling and reinstalling drivers - nothing.
Tried safe mode with networking - nothing.
Tried cmd (yes, ran as administrator) ipconfig/release-flushdns-renew. That gives the following:

and there it gets stuck.
Numerous shutdowns and restarts between steps, driver uninstalling and reinstalling, etc. Just to be sure.
Start menu->restart - everything works perfectly, internet does not disappear on itself, ever. The peculiar thing is - if I shut it down and then manually start it by pressing the power button, it still doesn't work. I have to press restart for the internet to appear on bootup.
Also, when I plug the ethernet cable into my laptop, it works as it should.
So, I hope I've been sufficiently clear and someone can help me. Don't really want to reinstall windows, but I guess I'll have no choice, if I cant't solve this one.

that is odd, as there is no big difference between a restart and a shutdown/cold boot on win 7, they both do the same things. PC might not fully power down in the restart state though, I notice the lights inside my PC don't go off. Still very strange.

Do you have the newest bios?
newest intel lan drivers?
 
Sounds like either a hardware or windows issue. Boot up a linux live cd/usb and see if you run into an issue there. You should be able to do a cold boot into the live environment and the ethernet work. If it does not, then it's potentially hardware/network. Otherwise, if it works on the first shot, definitely some sort of windows issue--I would start with updating the driver from the motherboard manufacturer.
 
I'm probably a bit in 'left field' about this but ... it wouldn't hurt to try this. My thinking is that maybe if you force Win7 to record another simple change ... it'll also record the network change.

So ... do what you have to do to get the network working. Is that start followed by restart? Then, maybe simply drag one of your desktop icons from the right side of your screen to the left side. Shutdown the computer. Start it back up using the power button. Is the icon in it's newly dragged to position (it should be). If so, is the network working?

tried the folder thing - it's on the left side of the screen where I left it before shutdown. internet not working. I think I would've noticed things resetting themselves.
regarding the drivers - I've tried both the CD that came with the motherboard and downloaded latest from Intel site. the downloaded version was a bit different, but that didn't solve anything.
not quite sure about bios - I'll have a look.
and I'll try the linux live boot disc a bit later. remember trying one a few years back, but I can't recall what for, lol.

so, ubuntu said - Activation of network connection failed. isn't that great.
is it worth checking the bios, or can we assume it's hardware-related? could this be solved with a dedicated network card?
 
You've tried SamirD's suggestion of updating the motherboard driver?

If so, I would certainly think it's hardware related and I would be optomistic about a dedicated card working. The 'fly in the ointment' to me is that it works on restart. I just can't figure that. My understanding has always been that in Win7 (just as Colif said) ... restart and shutdown/cold boot are actually the same thing. Apparently though ... not so to your pc.

Actually since the advent of the ATX form factor, restart has not been the same as a cold boot since the system never fully shuts off. Even today, a cold boot sometimes means you have to turn the switch off on the power supply or pull the power cord. I've seen some weird stuff respond to that before.

update: after three years or so, the thing magically fixed itself. thank you for your attention :D
haven't got a clue on how that works, i practically haven't used my pc for anything other than internet browsing for the last couple of months, let alone reinstalling or updating anything major. but i guess i should be happy, lol
