Question Internet problems!

Sorry this is not a computer question but I need help!
My internet is having some wierd issues, the upload speed works just fine but the download speed does not work at all, 2mb/s upload and 0,01-0mb/s download, i have tried everything changing the router cables, restarting the router and reseting the router the problem is still there.

Take modem to ISP and get a replacement, at least you'll know the modem is ok.
