Question Internet slows down after turning on pc

This has sort of happened before but not like this, before turning on my pc my internet speeds would be at like 40-50 download and 2-6 upload, but when I turn my pc on it immediately shoots down to speeds below one, being in the .30s .

My windows is up to date, I just checked. And it want doing a malware scan, but I did and everything was safe.

thank you ,I downloaded glasswire and found out steam was doing a download with me knowing.It wasn’t even saying it was running on task manager.
