Internet speed change

I am currently running Ubuntu 13.10 as well as Windows 7 Ultimate (both 64 bit) on my PC. I have BSNL Broadband service giving me speed of 4 Mbps per month. Can this speed fluctuate due to dual presence of operating systems?

No. because you can only run one os at a time.
