Internet speed slow, but only on one computer

Ping is fine, upload is great, download is always below 2 Mbps using powerline adapters and I even tried a wifi adapter with the same results. The exact same adapter I used on my other pc to get 30 Mbps!

try scaning for virus and malware using malware bytes and hitman pro. if it still slow go to task manager turn everything off in start up see if it a damaged program slowing the pc down.

I have fully wiped my PC and it still has the same issue.
