Question Internet speed slow only on one computer.

My desktop internet speed when using an ethernet cable is slow. It is locked behind 12mbps. When plugging in the cable to my laptop, the speeds are as expected (100mbps). I have tried using different ethernet cables, using a usb to to ethernet adapter and flushing dns settings. Why is this happening?
