Internet Speeds are very inconsistant

I'll have around 7 Mbps down for around 10 minutes and then it drops to around 1-3 Mbps. The problem resets every time I reset my router. Could it have to do with there always being at least one other person on the network even though they don't experience the problem.

if you are using wireless, it could just be some interference. try it with wired and see if problem persists, if it does, try on another laptop/pc
