The IP address is assigned by software, not hardware and has nothing to do with your motherboard.
It is assigned by your router. You can override this in the standard windows settings however, you have to ensure the router will not assign the address to someone else by mistake so make sure the router reserves it or assign the computer an IP address outside of the range the router uses.
I am not going any further into detail until another response by you, however, because you might be talking not about IP address but MAC address, which is physically assigned to the NIC when manufactured. This cannot be changed.
