ipad 3 says ''not charging''

what does itmean when my Ipad says not charging?

The ipad3 uses so much power it wont charge from usb port if the ipad is on, if you want to charge and use it at the same time use the power plug charger.

If I plug the USB into the adaptor it still says not charging

try leaving it charging for a while with the screen off, if it hasn't charged at all then the battery must have problems. If you also have an iphone then make sure your using the charger that came with the ipad3, its higher rated than some iphone chargers.
