TN is better, it has faster response time. IPS is better if you are like me and want to do colour accurate design work, but I have gamed on my Dell U2311H e-IPS display and you cannot notice any visual tearing or the such, but keep in mind my U2311H costs more than a comparable TN monitor. When gaming, the graphics look better, but for the price you could have bought a 27" monitor rather than a 23" e-IPS monitor.
Just as a monitor, my U2311H can do portrait or landscape.
At the time when I bought it, I paid $250 (AUD)
You can find the same monitor in the US for about $230 when on sale.
