Is 100% broken CPU with damaged pin?

Hello everybody,

I just bought a processor used on ebay, but when it arrived and I opened the envelope that contained the CPU I immediately noticed that one of the chips placed at the center of the processor in the back side is more raised than the others, is practically detached from its base, I can move it above and below.

In an attempt to reattach it to the base, however, it is completely detached, making the underlying part remain uncovered.

Also, some of those same chips in the central area are slightly darker than the others.

My question is: is the processor completely broken due to the lack of that chip or would it still work properly? Are the chips slightly darker than the others a problem?

I think the processor is very questionable and if it were me I would try to get a refund because even if it works....it will always be questionable.

I have gotten bad processors from EBay and have always returned them and have never had a problem.
