Is 1MS response time really worth it? or should i be looking at refresh rate more and what exactly is freesync?

Looking for get a gaming monitor, im on a budget of around 200 give or take 25. I realize 1ms response time is great for FPS which I rarely play, I am more of a RPG guy. Also, what are the advantages of display port vs hdmi

8GB Kingston Hyperx
H110 Chipset
And rocking a 5400rpm hd lol
