Is 400w enough for this Rig

I'm in a predicament I need to know if a 400w PSU can handle this rig before I buy:

CPU: Intel Core i5 4460 3.2GHZ Quad Core

RAM: G.Skill Ripjaw 8GB (2x4) DDR3 Ram 1600

GPU: EVGA GeForce GTX 750 Ti FTW ATX 2GB

MoBo: ASRock H97 Anniversary ATX LGA1150

CPU Cooler: Cooler Master RR-HT2

HDD: Seagate Barracuda 1TB 7200RPM

PSU: EVGA 400w

And 3 case fans 1 with a LED. PCPartPicker says it will use 280w but I don't know if that's max or minimum I want to buy this rig soon so hopefully I'll get an answer soon. Thx!

400W will just do the trick. There is no minimum or maximum in this.

If the power consumption was 340W, I would have gone with a 500W PSU

Check how many AMPs on the 12 volt line, want at least 20
