Question Is 4070 is powerful than 3080?

I don't see an Asus Noctua version for the 4070 though.

3 fans lets the GPU run fans slower for same amount of performance, but less noise than 2 fans. The more expensive 4070 probably have better cooling than the base ones.

Does double 8 pin connection card is better than single 8 pin.

As single 8 pin cannot give performance as compare to double 8 pin.

As it cannot draw more power from psu.

The one with 2 could just have a higher power draw and the 8 pin cables are only meant to supply so much power, so if the card draws more, they put on two connectors. On some cards it would let you overclock the cards more maybe, but on a 4070 they are so power constrained you won't see any advantage in that regard. Its possible the card with 2 slots has RGB or more fans which need the extra power to run.

8 pin = 150watts
6 pin = 75 watts
pcie slot also supplies 75watts

the 4070 doesn't use a lot of power.
