So is 550w enough for this pc

Depending on which 550W PSU and which RTX 270, probably yes... but right at the margin.

Tentatively, yes. But the make/model of the PSU determines that. Total wattage doesn't mean much. The CPU and GPU demand a high wattage available on the +12V rail of the PSU. That's why we need to know which PSU it is you have.

And some RTX 2070s are highly OC'ed and demand more power capacity than the reference design cards for instance.
