1.) Are these temps you are reporting the idle temp or the temp
you get when doing something demanding like video encoding,
playing games, etc ? If 64'C is your idle temp, then be worried.
If 64'C is the temp when loaded you have nothing much to be
concerned about.
2.) A temperature drop of that much when you open the case is a
rock solid indicator that you need either an additional case fan
or to replace your current case fan(s) with something better.
You should also check your PSU fan to make sure it is clean and
working properly.
