[SOLVED] Is 65-66 degrees celsius a good temp?

Pc specs
I7 6700k
Msi z170a gaming m5 mobo
Nvidia Rtx 2070 super (non oc)
With a fractal design r5 case
I added an extra fan in the front and im currently using msi afterburner with a set fan curve. When the gpu is idle and has been sitting for 5-10 mins it gets to 39-40 degrees celcius (idle), ive heard some peeps say they had their gpu at 28 degrees celcius on idle but id have to go higher in fan speed which means louder the fans are

Everything seems normal there.
There is no real reason to try and get idle temps that low, especially if it requires high fan speeds.

Oh okay so on star wars battlefront 2 for the cpu in the loading screen is 100% load and the gpu is low obv, is that normal? Its only that one game in the loading screen

Yeah, the processor is loading all the data, there is nothing for the GPU to process.
