Is 650w enough for my setup??

I have a choice between Cooler Master G650M and Cooler Master B700. Which of them is best and suits best for my setup??

Intel Core i5 4690k
Sapphire Radeon R9 280x 3GB Toxic
MSI Z87-G45 Gaming
Corsair XMS3 1333MHz 8GB RAM
One DVD Writer
2x Seagate Barracuda 1TB 7200RPM

And BTW, how is my build?? (It is a budget build)

I would get a better PSU though like an antec, seasonic or XFX

Edit: if you only have those 2 choices, then go for the G650M. Understand, I would NOT overclock on that PSU.

I could not find the B700, which is why I recommended the G650M
