Question is 700va ups enough?

I was wondering if 700 VA ups are enough for my system since there are a lot of blackouts that happened recently.

2x8GB ram
1TB HDD, 256GB SSD

Is the UPS enough to at least enable me to shut down my PC properly before dying?

It is rated at 100 - 240V ~ 1.5A, 50 / 60Hz, and on the website it is stated 21W of power consumption
