Is 83 °c to high for a 1080 windforce? When i opened the afterburner for the first time it said that for 100% power it would get 83 °C hot, is that right?

Default throttle point. So that means it is going as fast as it thinks it can go while maintaining 83C. You can change that and it might run faster, but temperature will negatively effect max clock speeds on Pascal. To get it cooler you have to increase the fan speed, which may increase the maximum boost clock as a consequence. Quite dynamic.

Solution
The manufacturer's specification, so no, it is not too high. But that is as high as it will go if you leave the settings alone. If you want it cooler, increase fan speed. Most cards are configured for silent operation. If you are wearing headphones you can probably crank the fans up a bit without noticing it and keep it a little cooler.

It can certainly run hotter and potentially perform more, but more power has diminishing returns. If you can run it cooler you can probably also increase the clock frequency a little bit, it may also do this on its own if it isn't currently reaching its maximum boost profile.
 
And btw one of the fans is kind of rattelig or making a noise like its hitting something and i think it maybe goes a little slower (it is the fan in the middle), is this a problem and is there a way to fix it, i know this is another question but you seem to know much.
 
If I recall the Windforce has a different fan in the middle? I can't really comment on what they should sound like. Check for clearance issues by spinning it when it is off, if it makes noise then, probably hitting something or the bearing is bad. If you think there is an issue with the fan, pretty much the only option is warranty service by the manufacturer. That or you swap out for a custom cooler.

I've not known any manufacturers to send out replacement fans, at least in recent memory. And newer cards are generally harder to track down replacement fans for. However, the Windforce cooler has been around a while, so you can probably find something that will fit by typing replacement fan and your GPU or cooler into ebay or amazon. Usually a few Chinese sellers with the right type of fans.
