Sure. Should be fine for general use (web surfing, basic office tasks, light gaming, etc). More memory and a discrete GPU would be better, but you can certainly operate with 8GB of memory.
Hopefully, you have 2x4GB of memory for better performance (dual channel) than 1x8GB (single channel).
I would actually go the other way and say no. In my own experience I wouldn't waste the money on a 200GE(again).
The APU itself is going to reserve 2GB of RAM. The system will reserve a bit, and you will be operating on ~5.5 GB. If you have any familiarity with running Windows 10 off around 4 GB, you know why I am hesitant to suggest it. Will it run? Yeah...will it be good? No. Especially with a HDD.
Knowing there is a significant difference in cost, I would STILL recommend either going full Ryzen 3 with the APU, or try to find any manner of cheap GPU to pair with the non APU version(s). You will be FAR happier, far longer.
I have a review here somewhere I would have to go look. If you are buying this to use because you saw it was "good for entry level gaming" on FB PLEASE rethink the idea.
If you simply need something super low power and cool to surf web pages you might be happy with it. In the case that the power and heat aren't an issue, IMO going with a used/refurbished business class computer like a Dell or HP would be FAR better bang for buck.
The single only reason that I would actually recommend this chip is as a place holder for a future upgrade you are saving towards in another CPU and/or simply to have for BIOS updates on mobo that need it.

Thanks.I would highly suggest you go with the Ryzen 3, or better, if you are gaming with this.
As to the RAM. Ryzen tend to be very finicky about selection. In the case that you cannot immediately budget 2 sticks of RAM (and I would target 16GB) I would still suggest getting the 1x8 and then as quick as possible buy a "matching" stick.
With that said. You will have a big performance hit with 1 stick. The only reason I say do this is if you go 2x4 with the mobo you have (2 slots) you will have to do away with/sell that RAM for a loss to then turn around and get 2x8.
As mentioned, Ryzen is picky about RAM. You will be taking a chance buying them apart from one another that they aren't compatible. To lessen that chance I would only select RAM off the mobo QVL such that at least the manufacturer gives the nod it will work. That way each selected and purchased separately stick will have the most chance of working together.
Even with the Ryzen APU gaming from them is going to be lowered settings and resolutions. It's a great way to get your system up and running, usable, and even the APU models of Ryzen pack enough punch to perform decently after you upgrade to a GPU later perhaps. The Athlon does not have that power.
