Question Is a 4TB hdd really enough to run a full Windows 11 pro install plus future updates?

The headline should say 2TB. Pardon the error. I see PCs that might otherwise meet specs such as core i9 and 128 BG RAM. But when I see 2TB HDD and 2TB SSD, is 2TB really really enough to run a full Windows 11 pro install with everything plus room for future updates, and with plenty of room left to run?

Absolutely.

My current PC has a 1TB C drive.
OS and all applications.

Currently, about 200GB actual used space.

The stuff that takes up space is games and video.
In my system, those are off on other drives.

But still, spread across all 6 physical drives, this system is consuming a little less than 3TB.

My media PC has a 1TB boot drive, formerly 500GB, but that isn't due to size, just cost efficiency. 1TB drives are dirt cheap right now, and 2TB are very well priced.

My gaming PC has a singular 2TB drive and currently isn't anywhere near full. However I don't install a lot of huge games. These days you big AAA titles can be 60-100GB each, so if you like to have all your games installed at once, consider how many you are likely to have.

My HTPC, Win 10 Pro, has about 70GB used space.
It has basically nothing on it besides the OS and a few small applications.

What is the price on this thing?

"New" on fleabay actually isn't "new".

Multiple parts missing from your list.
PSU, case, cooling, etc, etc.

128GB is way too much for a "gaming" system.
