So I am looking for a new gaming laptop and I have the choice for a 4th gen intel with higher base clock or 6th gen with a lower base clock. Which should I get?

I agree with AkhilM. Skylake doesn't bring much of any CPU performance increase per clock, but some more power efficiency I'm sure. For gaming (or distributed computing projects 😉), get the cheaper one, better GPU! Otherwise new one is just good for the PCI express SSDs, twice the RAM capability, but I doubt you'll miss that at all, it's overkill anyway. + a bigger battery on the cheaper one though still doesn't store that much power
