Hi, I am in the process of buying components for a new computer in the next two weeks and I would also like to replace the SSD and HDD of my older computer's with two new SSD drives. This is the setup of my old computer:

CPU: Intel Core i7-9700K (No Overlocking, SLI or Crossfire. Turbo only)
GPU: MSi Ventus XS GeForce GTX 1660 Ti 6GB GDDR6 OC
PSU: Corsair RM550x 80 Plus Gold
Motherboard: Gigabyte Z390 Aorus Pro Motherboard
RAM: Patriot Viper Gaming RGB Series DDR4 Dram 3200MHz 16GB Kit
OS: Windows 10 Home 64 Bit
SSD: Samsung 970 EVO 500GB NVMe M.2 Internal SSD
HDD: Seagate BarraCuda 2TB Internal HDD
Cooler: Cooler Master Hyper 212 EVO
Preferred Website(s) for Parts: (Amazon.ca)
Location: Markham, Ontario, Canada

Currently, my 970 EVO SSD is having delay and freezing issues with videos and files, I've done research and it seems that the Samsung EVO series doesn't have a great reputation for reliability compared to the Samsung PRO series and I'm prepared to replace both the EVO SSD and the HDD with two new SSD drives with equal specs so they can hopefully work better with each other.

The SSD drives I'm considering replacing them with is one 500GB for Windows and Applications and one 2TB version for Videos, Files, Etc of either the Samsung 980 PRO or 990 PRO. I know they will only reach maximum speeds of PCIe 3.0 for my older computer and that's acceptable but I don't want them to cause damage to my motherboard, etc and/or overheat. Also, I don't want to spend the money to buy them if there are cheaper alternatives that are more reliable than the EVO SSD turned out to be for me.

Any advice you can give me is greatly appreciated. Thank you.

Safe to use?
Yes. They'll work.

Will you get full PCIe 4.0 performance from them?
No.
The M.2 ports on that motherboard are PCIe 3.0.

Thanks for the reply! Yeah I know I won't get the full PCie 4.0 effect but that's fine as long as it doesn't damage/overheat my older computer/motherboard. Now I just need to know if there's cheaper but reliable alternatives or if I have to shell out around $500 more or so for the Samsung PROs, which I will if I have to, but I'd like to consider all my options.

What about a 970 Pro?

What about a 970 Pro?

I looked into it and besides most places having it out of stock from what I could tell, it would seem the cost of a new 970 PRO is almost the same or even more expensive than the cost of a Pro 980 or 990 so I might as well go with the newest versions. Also I try not to buy previously used electronics as I've had bad experiences with them in the past and have always tried to buy new since then.

As said, the 990 or 980 would work.
