Is a Coolermaster Thunder 450W enough to run a GTX650ti Boost OC graphics card?

I'm trying to build a really budget PC. I need to know whether a Coolermaster Thunder 450W enough to run a GTX650ti Boost OC graphics card. the other specs would be as follows:
Intel Ivybridge lga1155 i3-3250 - Dual core+Hyper-Threading / 4 threads , 3.4ghz box cpu
* Asus H61M-K all-in-one LGA1155 motherboard
* 2x 4GB Kingston
* 1 TB HDD
* LG GH24NS90 24x SATA DVDROM

Why are you building an Ivy bridge build? Use 4th gen i3 and MoBo, they're the same price. Also, I'd not rely on Thunder series, its crap. Antec VP450P is a great PSU while being similarly priced.
