I have seen a video where they opened up a GPU it looked like it had a CPU in it. GPU's have VRAM computers have RAM. Is it all just a computer dedicated to graphics?
You can think of it being similar to a CPU, motherboard and RAM I suppose, it's a processor on a PCB with its own memory, but more components make up a 'computer'.

Not really. You only have volatile storage (VRAM) but a GPU is, in effect, an extremely limited computer. It takes input, processes it, and produces an output based on the architecture of its processor(s). Most components nowadays except for RAM, the CPU, and the motherboard are functionally computers specialized for very specific tasks.
