Is a resolution bottleneck really a thing?

So I've been experiencing low fps on a 980ti (people are saying i shouldnt be complaining, but i spent £450 on it, I'm not settling for a lower fps than a 970). One person has said that because I'm playing in 1080P, I'm getting worse fps. However, there are posts on forums saying that a resolution bottleneck is non-existent. I don't want to spend an extra £150 on a 1440P g-sync monitor if I will get the same/better performance on a 1080P g-sync monitor (I don't think that the 1440P monitors are worth the extra £150 for the slightly better image)
 


Mainly CS:GO, but also fallout 4 and H1Z1. I can only get ~200 fps in CS:GO which isn't bad, but my friends 970 gets 300 fps.
 


And in fallout 4? (in the highest setting)
 


I vary from 30-50 fps, and I only hit 60 in very uncluttered places

 
Check usage of cpu/gpu/ram and make sure everything is at full speed when gaming. When checking cpu usage, look at the cores not just total. If 1 core is near 100%, that's the problem. Check processes and see if anything else is uses resources when it shouldn't be.
