Question Is a ryzen 5 3600 Powerfull enough for a rx 6700XT?

It will be a bottleneck at some CPU intensive games, but other than that, it can pull off some light 1440p gaming.
What games are we talking about?
Elden ring, WItcher 3, Evil within 1&2, blaspheos, Black myth wukong, problaly going to buy monster hunter wilds soon, Deliver us Mars, Kingdon come deliverance, Marvel Rivals, Fallout 3, Marvel gaurdians of the galaxy, world war Z, Plauge tale Req, Borderlands 2

Yea, I have my brothers old fractal Aio, and the one I planned on buying the guy said it never went over 60 degres

it will run fine on those games most ryzen cpu run fine on a aio 240 only gets a bit tricker to cool when you get to ryzen 9 5900x as theres 2 chips under the die instead of 1 thats under the ryzen 5 3600.

each chip actually contains 8 cores but 2 are disabled on the 5 3600.

Late to the game, but from what I can garner, high refresh gaming is more of a CPU hog than screen resolution. And, while it really depends on the game, of course, if you are content with 60 FPS gaming you should be okay.

EDIT: The R5 3600 is not a particularly toasty chip. Even the stock cooler is sufficient to keep it cool if you live in a temperate climate with mild summers. If your build is a hot box and / or you have hot summers, you may want a better cooler. The CPU begins to throttle after 80 degrees Celsius.
