It's a snap-in switch. You can try completing the assembly process by forcibly pressing the surround of the switch inward. If that doesn't help, either the plastic molding of the switch tabs was manufactured incorrectly or some wires are attached without enough slack to allow it to seat completely. In any case this shouldn't affect operation, it's only unsightly.

If the hole in the PSU metalwork is slightly too small, or the paint is too thick, or the plastic moulding on the switch is slightly too big, the switch might not fit properly. Poor Quality Control missed this assembly error during inspection (if they even checked).

If you do attempt to "force" the switch all the way down, do not press down really hard on the rocker itself, just the around the edge. You might damage the switch. Personally, I'd leave well alone.
