OMG no! It's a piece of junk. Stay away from that. Get a decent quality unit from a well known brand.

28 bucks no your not going to get a decent PSU in that price range. Add about 50, 60 more to that depending on where you live.

@Zerk2012 is correct. You will have to spend more if you want a decent quality, reliable power supply. The Corsair CX450 would be my low budget recommendation for the specs you listed with a Ryzen 3 3100 and GTX 1650 Super.
