I have a 4k 40 inch tv for my main screen at home. I do not play games much. My main interest is a 4k desktop with possible 4k video playing and decoding sometimes. Currently I am using an Asus gtx 960 4gb. But I want to put it in the kids PC instead of a gtx 760. Would the rx560 do the job well?

For my main PC. I am not gaming. Just need a good 4k desktop with 4k videos and some times decoding bluray. I want to move the gtx 960 to my kids PC. They are not picky for high frame rates. So would an rx560 be poor for my pc. Otherwise I can stick to my gtx 960. And maybe when card prices come back to reason, get them a new card.

Even Intel integrated graphics will drive a 4K desktop, so it really depends on the games as to whether or not it will work for you.

Getting a custom gaming card will of course be better. But the rx560 should do what you want.

I am more inclined to a new generation card. Even on my gtx960 I am using a DP to HDMI adapter. I found it better then the HDMI on the card. I don't know why I get some coloring on the fonts although I am getting full rgb at 60 Hz. I don't feel like using the gtx760 for the 4k screen. Although I agree an rx560 is somehow equivalent in power to the gtx 760. I think I will re-examin my options. I was wondering if an amd card would remove those slight coloring on the fonts. Maybe I am picky.
