h61 boards should have a PCIe x16 slot, and a GT1030 from ASUS should be pretty trustworthy, though since it isn't coming direct from them it might not be what it seems.

Not much more to say. Yes, it should be compatible with the board.

You didn't specify what you wanted checked on the GPU, so I answered with the only potential problem. The seller could be less than honest and selling you a no-name card with an ASUS sticker on it, or a modded card that reports as a GTX1050 Ti, but isn't.
