Question Is Blank screen sign of a dead gpu?

I have a gtx 1080ti and it show blank screen on 640x480 resulution after the beep boot, i was tested gpu in new system and i saw the same result, is my gpu dead?
Pls help me pls

what the make and model of the psu?

How is the display connected to the video card?
Is the proper input selected on the monitor?
Are there any adapters in use?
Are you connecting directly to the card or to a video connector on the motherboard?
Has a new cable/monitor been tried?
