Is buying this CPU cooler worth it?

Hello

I am trying to test, what is the problem for my CPU fan running at 100%. This doesn´t seem to be a PWM fan so i dont think i can change the speed. I want to buy this CPU fan: https://www.amazon.com/Intel-Cooler-LGA1150-1155-E97378-001/dp/B00BQ1C4SS
I can get this for 3€ from a shop in my country. After comes out that the problem is CPU fan( broken or something) then i want to buy this fan: http://www.coolermaster.com/cooling/cpu-air-cooler/hyper-212-evo/. i can get that for 30€.
Is this process worth it?

i5 2500 from spec sheet has a maximum TDP of 95W.

so the cooler is capable of handling a heat source up of 150W and maintain a reasonable temperature, and your cpu produce maximum of 95W
