Is dual Graphics worth it in my budget?

Hi im building a gaming pc for a friend and he is on the tightest budget evr.

My options for cpu and gpu are as follows:

cpu-fx4170(£28)
gpu-hd7770 (£30)

or

cpu-a8-5600k(£30)
gpu-hd6670(£18)

both gpus are 1gb models.

Which combo is best price to performance? I don't care about heat, power consumption or overall performance, just price to performance.

^^That's about $230US. For an entire PC build including CPU, motherboard, video card, memory, HDD, DVD drive, and PC case? Not happening. Like another said, you are better off finding a used desktop PC that can be upgraded. And even then you are looking at at least $100 for a minimally acceptable GPU upgrade (like the 750Ti).

PC gaming is more expensive than console gaming. You are better off getting a refurbished XBone or PS4 for $250 (that's what they are selling for in the US) for much better 1080p optimized performance with the games...

But budget is rock solid at £200 I got him up from £150.

He freaked out when I told him my 980ti cost over £400
 
Personally I would tell your friend to save up a little more before investing in a gaming PC. I feel he may be very disappointed with the performance especially if he's seen yours in action.

But to answer your question the FX4170/HD7770 is the better option.
