Yes actually if your monitor supports 1920x1080 you should be able to run 1080p gaming. Your processor seems pretty powerful and will pair quite nicely with a 960. So YES! you can run 1080p gaming if your monitor supports that.

no it would not be bottleneck. you can even run a 970 or a 390 with no problem

I recommend you use VSR on amd or DSR on nvidia ; They both make you run games in higher resolutions than you native screen's resolutions . so you can run 1920x1080 on 1600x900 .

The cpu is good for 1600x900 ; however the more smaller resolution the more you put work on your CPU so please run 1920x1080 on your 1600x900 using VSR or DSR

It is a feature on amd 7000 / r 200 / r 300 series
or on nvidia 900 series

It allows the GPU to render the game in a higher resolution (1920x1080 for example) then it downscale it to your monitor
So you will play and see the game in 1920x1080 rather than your monitor 1600x900
It does not make you buy another monitor to play in 1920x1080
