Is it a faulty PSU?

So my new custom built computer(now a month or so old) does not shut off completely and fully. It also shuts off and resets randomly but mostly when gaming. Recently, I received the message "power supply surges detected during previous power on[...]" Does that possibly mean a faulty PSU?
Specs-
Asus p8z77 v lk
intel core i5 3570k
Geforce GTX 670
Corsair 600w modular psu
8x2gb ddr3 1600 ram
Corsair cabride 400R

Sorry for late reply.

Anyway, you can get a wattage monitor on amazon. There a £10 and you should be able to read your current wattage when playing games. Battlefield 4 at the moment is really glitchly, so I wouldn't blame for the PSU, its been like this for everyone.

Could you tell me if you do have a overclock, and if you do what temps does it read?

I have not yet overclocked but whenever this issue gets resolved, I have plans to start some thorough research for an OC for my components. Is it possible though that a program like norton antivirus is preventing a shutdown?

If the build and power has enough juice and what not to power all my specs, then what may be another possible reason for the computer not fully shutting down?
