Is it fine to have this cpu idle temperature?

I have been using my pc over 5 years.. i have g31m-es2l board with e2200 intel Pentium dual core processor clocked 2.2Ghz .. (not yet overclocked).. stock cooler.. nowadays my pc started to run into overheat issues..(actually am not sure about whether its happening due to overheat).. i have attached an image of the idle temperature of my cpu.. is it fine to have this temperature on my cpu when its idle..?

cooler is on.. dust is cleared... fan is on maximum rpm... not yet replaced the thermal paste.... does thermal paste alone make this huge temperature hike?
 


i cant tell you from experience but i spose you wont know till you find out. let me know of your findings
 


At last i have managed to cool it down to 45*C in idle.. and overclocked to 2.4Ghz (219x11) nw.. its 52*C in idle state.. is it fine to run at this temperature.. or do i need to replace my cooler? or switch back to normal clock?
 


<running prime95 in overclocked state>.. a second after i pressed the start butten.. my bios overheating alarm started to beeb.. (i set it to alarm if temp is more than 70*C).. so probably my cpu ran into 70+*C..
<running prime95 in normal clock>.. i run it for 10 minutes, temperature 62*C in Core Temp
is that bad? -_-
