Question Is it my GPU that keeps crashing?

I'm having problems. My PC often immediately powers off when I try to turn it on, it takes 3 or 4 tries until it finally turns on.

Sometimes, especially when I'm playing a game or streaming it, the entire computer freezes up for 10 seconds and when it un-freezes sometimes my screen looks all black and glitchy until I restart it, and if I'm like streaming and playing a game I get error messages like this:

I took it to a PC repair shop and they said they ran diagnostics tools and found nothing wrong with my PC and they charged $100 for cleaning the PC for me. But my PC still keeps doing this every day. I was wondering if its my graphics card messing up due to the display messing up. I'm not sure how to find out the cause? May someone help?
 
We will need information on your system as impossible to give any advice without knowing what components you have.

Please provide full system specs (cpu, could cooler, motherboard, gpu, ram, storage including the Power Supply make model and age)

Sure.
Except that I don't know how to easily find that info about the power supply and I'm not comfortable opening up my PC case and checking cuz I suck at PC hardware. Sorry.
