Question is it my motherboard

as soon as I plug power into my Dell Precision 530 mt, all lights come on and stay on the dvd\cd-rw lights are on solid

no post, I am assuming its the motherboard.

unplugged all drives and power cables to them removed the video and sound card and the same thing powers up no post.

I would say the motherboard or possibly the PSU.
You can check the PSU voltages with a voltmeter.
You can google how to do this.
It's not difficult.
