Question Is it normal for 3700X to dip below 0.7v?

I've had my 3700X in my system for about a month now and I've managed to fix some abnormally high voltages and temps. Up until today it was sitting at 37-42c idle and 0.9v being the lowest voltage. However out of the blue, it started dipping to 0.7, 0.6, and even 0.4 and higher temps of about 40-42c. After this started happening I undervolted the chip by 0.05v. I got a performance gain and it isn't dipping below 0.7v anymore. What is happening and how do I get it back to normal? BTW I have PBO disabled and XMP enabled in BIOS

I have never seen my go that low, 0.85-to 0.9 when most cores are asleep. I also use 0.05 negative voltage offset. It must be some particularity with that BIOS. Are you using OEM cooler ? That should explain somewhat high idle temps despite low voltage.

I am using the stock cooler if that's what you're asking. I also have minimum processor state at 5% because temps are way too high without that. Although it shouldn't matter because everything was the same before and this wasn't happening.

5% for Min CPU here too, that at true idle (under 1%, showing 0%) one core only stays awake and runs at under 1.GHz I don't see why low idle voltage would be any problem ?
