Is it normal for cpu usage to go up to 90%+ on csgo to where my cpu overall is at 100% usage?

Pretty much on csgo most of the time my cpu is hitting 90%+ usage surely that isn't normal also i've read alot of posts etc about high cpu usage on csgo and nothing seems to help. This also doesn't just happen with csgo but with other games like gta5 but I can kinda understand high cpu usage with gta whereas csgo can probably be run on a potato.
CPU : Intel i5 4690k
Thanks.

If the game is not performing poorly, then it's actually good it uses a lot of cpu. It tells the game is well optimized and can use all the juice available. If you put Vsync on, the cpu usage should drop a lot. Vsync limits fps to tje refresh rate of the display, typically 60Hz / fps. When it's not limited, it will try to make FPS as high as possible and that's why it's using a lot of CPU and probably GPU too.
