Is it normal for i7 4790k to turbo to 4.8ghz?

I'm not sure my used PC is overclocked it says base clock 4.0ghz, turbo 4.4ghz in bios but in userbenchmark it says base clock 4.4ghz, turbo 4.8ghz

In task manager it goes as high as 4.8ghz when doing cpu intensive stuff.

Jump into the BIOS, and see if CPU clock speed/FSB(100)/multiplier settings set to "Auto" or Manual, X48, etc...
