is it okay to overclock this cpu?

I have a desktop with an asus m51AC motherboard and an intel core i5 4570 cpu so is it safe to overclock the cpu?

That CPU does not support overclocking! You'll need a higher end i5 such as the 4670k or 4690k for overclocking.

only intel cpus with K on the end are overclockable (and the Pentium G3258). asus m51AC is the model of your tower, not the model of your motherboard so I have no idea if your motherboard is even capabile of overclocking anyways.
