When someone hovers over a link, you want to hide what that link refers to and links to?

This is a browser function, not a Windows function.

Look around in your browser settings.

Looking in my FireFox settings, I did not find a way to disable that.
But, I did not investigate very much.

Depending on the browser you may well not have any control over that. It's there as a security measure so that the user knows that the link goes where it's supposed to and not some hijacked location.
