Is it possible to copy DLC from one computer to another without redownloading it?

Hello All,
Firstly I have recently moved and my new house is unable to get internet so, primarily, i use my phone as a hotspot for internet. WIth this method i can sufficently play a few games on steam without going over my cap. The only problem is i can't download DLC with the limited data I have on my phone plan. I purchased the bioshock infinite season pass a while back and they are about to release the final installment of DLC. So my question is can I get a friend to download it then copy it from his computer to mine without steam redownloading it onto my computer?

Copy the esm files for the dlc. Open up the game folder, copy anything that looks like dlc to your game folder. It should work as long as you've purchased it. If you have a wireless lan controller like most laptops do, just drive to mcdonalds or starbucks and download the stuff there.

So then will I just copy it into the correct directory than launch the game through steam?

Thanks for your reply david, unfortunately i am using a desktop PC so I cant take it to places with free wifi, but when the DLC comes out i will give the esm thing a go and see if that works. 😀
